they wrote back just rejecting the appeal no info.

They love company claims as you have to travel to Preston for any hearing. Best use any POPLA code you've been given to save the hassle they love to dish out to corporates.

Make sure you use "Other" on the POPLA website and attach your appeal as a PDF.

Went on signage and used the signage 5) Unclear, inadequate and no-complaint signage put that in the signage appeal tex box. Also attached the letter as a pdf stating a further 6 points of appeal, to many to list in the 2000 character tex box.

Been 11 days days and POPLA says they are waiting for parking eye to submit their evidence, how long do they have to do this?

After an appeal is submitted, POPLA allow the Operator 21 days to submit their evidence. ParkingEye usually leave it until the last minute so you still have a few more days to wait.

As soon as they receive ParkingEye's evidence, POPLA should send you an e-mail to let you know. If you don't receive an e-mail from POPLA by Day 21, you'll need to check the POPLA online portal to see if ParkingEye even bothered to submit any evidence.

Beware that it's likely that ParkingEye will send your copy of their evidence by post such that you receive it several days after POPLA receive the evidence. If so, you will need to be ready to notify POPLA that you will need more time to submit your rebuttal of ParkingEye's evidence.
