I don't think it works that way. The + is a protocol in itself to indicate that the country code follows, which can also be that of the home network country. Whereas 00 always indicates an international call string.

Then read a little more about the subject.

The + isn't a protocol at all. It's a convention for writing international numbers which may happen to be seen in and dialled from a range of countries with different international access prefixes.

In addition, some phones, including most mobile phones, allow numbers to be stored with +, and convert it to the relevant prefix when dialling, as I already said.

There is no + character defined in DTMF dialling, so it cannot be sent as part of a number string.

No. DTMF is purely an analogue thing.

Ok, now I see I had that assumption wrong. It's true that + has no DTMF tones, but GSM sending of a called number is not via DTMF. I've just been reading a bit more, and just setting up a call has dozens of technical steps.

thanks for the + instead of 00 idea. I will try that.
However the rip off goes on! I have been overseas since 12th May. By my reckoning Using the info stored on my phone I have made no calls at all, sent two sms and recd some calls from the uk. Maybe 18 pence worth. Three have reduced my credit from £47 to £18.
They will refund and have done so but I cannot find out what is happening. As a pay as you go customer ( I am often abroad for weeks) I must pay £10 to get a full listing. I have done this and will update the forum when they respond.

Lot's of oversea's networks haven't the PAYG system properly implemented so it doesn't bill correctly. It uses a different billing platform to pay monthly.

Three are just using the billing info sent to the them from the network you roamed on, unitl they get the 'TAP' files from the other network (which can take months to come through, some don't even send them at all), they won't have your usage details.

It sounds like data usage of course. I've also been annoyed by lack of any billing tracking on Three PAYG. When I was on other operators PAYG deals I used to at least be able to see recent history. I'm assuming Three does this to nudge PAYG customers towards a Three contract. In fact it's nudging me towards a different PAYG provider!

I've been with three for years and often travel abroad and call UK numbers so have the numbers stored as 0044. When in the UK I have never been billed for these as international so something wierd is happening with one of us although I am on a contract in case that makes a difference
