Rules for a garden wall that faces a road.

One thing to bear in mind is that if you are building a brick wall, this will have to be fairly substantial and with deep enough foundations to ensure that the wall is stable and safe.
As it will be bordering a road and possibly a pavement, the public will have access to one side of it and the last thing that you want is for it to topple over if someone knocks or leans up against it.0 -
How about 3ft of wall then put a 3ft fence/fence panels on top?
If you get caught (unlikely) just take off the fence!0
