Rules for a garden wall that faces a road.

Hi all,
Wonder if someone can help me.
I am in a ground floor flat and the garden outside belongs to me as a private garden. I'd like to put a border up to enclose it but can't work out if there are restrictions on what I can do without planning permission regarding the height of garden walls/fences that are next to a road.
The garden is the traditional strip of land that runs round the outside of small blocks of flats. It's usually communal but in my case it's actually mine. There is currently a tall hedge there but I'd like fence instead of the hedge to give me a little more room.
I called the council to ask for advice and the lady gave me conflicting info and said I needed to get proper plans drawn up by a surveyor and submit them for her to be able to tell me if I need planning or not!!!
Are there any hard and fast rules?

If the fence is over 1m high and is next to a public highway then you normally need to apply for planning permission.

Would you know if I built a low wall, say 5cm with 1m pillars at regular intervals (similar to the wall on another part of the garden) which wouldn't need planning permission as it's under the height regs, would I be able to attach (probably securely cable tie) that reed screening that comes on a roll between the pillars to raise the height and stop people peering into the garden? Or would I need planning permission to attach the screening because it would effectively raise the height to over the 1m 'limit'.PAYDBX 2016 #55 100% paid! :j Officially bad debt free...don't count my mortgage.

If you build a wall- people will sit on it, they can't help themselves!!
Also, kids will kick footballs against it.
For your own sanity- I wouldn't build a front wall.0 -
Restless, I'm kinda lucky as we don't have a pavement here and cars park right against the hedge, or what I want to be the fence/wall so noone can fit there to sit or play ball games. :TPAYDBX 2016 #55 100% paid! :j Officially bad debt free...don't count my mortgage.

Build a 3ft fence using post's gravel boards and fence panels, then do as you said with the screen. It should be fine as the screen isn't a permanent fixture0

Or just build a 6 foot fence and see if you get away with it! If nobody from your street complains then planning will never know!0
