    Are all English people driving in Germany/France/Spain supposed to know German/French/Spanish?
    What is the percentage of British population speaking second language compared to Germany/France/Spain?

    The majority of signs have the same look in all countries and are recognisable without knowing the words.
    Directional signs do have words, but don't require knowing the language.

    Not to mention that not all people arriving to UK have to drive.

    Because they knew he didn't understand the contract yet sold it anyway... The exact same way they can missell to, for example, a dementia patient.

    No-one...

    I think you've misread it. They asked how a bank could miss sell something, not how they did.
