They will refuse it, but you should get a POPLA code to make an appeal with them. Keep an eye on your junk email folder in case any reply from them appears in there.0

Oh, and they might write first and ask for 'more information'. Ignore that letter and wait for a POPLA code and rejection letter.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for all your information and advice, it is invaluable.. I have read up quite a lot about it now. What is disgusting is that according to this is money, it is costing tax payers £600 k per year for these firms to request drivers details in order to fine them, costs them around £2.50 but it apparently costs DVLA more.. I have read up about the guy who parked in a retail park in Chelmsford and took it to the Supreme Court, I guess you have to know when to stop!! But I think that was a mean decision. What a minefield and it seems that contract law seems to win the day from the appeals I have read and the fact that the agency does not supply the information and the burden is not discharged.0

NO ? Can you point to where "this is money" said that.
The DVLA make over £3 million a year from this scam meaning they themselves are involved in this huge scam0 -
This is a sleight of hand by the DVLA. By creative accounting they make it seem as though they lose money. In fact, they make huge amounts.

I do apologise it is actually tax payers who are footing the bill. It is costing us and you are right it is basically win win for the DVLA!!! It cots £2.50 to give the details and then tax payers foot the difference which adds up with the amount of parking cowboys out there!!!0
