Learner driver insurance

Hi was wondering if someone could help me out with the best way to get learner insurance (short term - only a dry preferable).
My partner is 23 and has had her pink since being 17 but short term learner companies standard policy is 25+
Are there any that could offer a policy? Or does anyone know if you can add a learner to your insurance temporarily?
