By any chance, was the person who signed the witness statement called Rachael Smith?

This thread on pepipoo highlights how Ms. Smith is actually a Premier Park employee and had signed a witness statement for and on behalf of the landholder, seemingly without the landholder's knowledge.

What do I do? Complaint to BPA? Something else?
Is the management company prepared to put something in writing to confirm the "false" witness statement?

It was my car, parked in my parking space at the apartment I OWN!
My appeal was rejected today and words cant describe my emotions of being ripped off by very people who should protect landlords despite providing evidence that I am legitimate owner of the parking space.

In my case it is 'parking ticketing' company.

The ticket was issued by Premier Park. It was my car, parked in my parking space at the apartment block I rent a flat in. They claim my parking permit was not fully on display. I let my emotions get the better of me, almost missed the Popla appeal deadline and thought I would easily win. Hence why I have done this on my own so far and may not have filed the best appeals.

No, mine is signed by a Clive Stevens. Otherwise my witness statement is pretty much the same as that one though including the job title given of Contracts Manager.

I have one email from them confirming that the witness statement is wrong and that they are simply the management company and not the landowners as stated.

And another email from them stating the person who signed the witness statement is not an employee, that they were not consulted on the statement and that they did not give authority for the statement to be made on their behalf.

Just to add in my POPLA evidence pack Clive Stevens has signed a witness statement stating that Major Security Services Ltd at the Exeter Combined Court Centre (where I got my PCN) "is the landowner" and "who is owner of the site".

A Land Registry query and email to the courts disagrees with this
    'statement'.

I think this is more than a "call Mr Stevens" when YOU go to court , perhaps he might be in custody by that time.

not an expert in criminal law , but is writing a false statement that is going to be assessed and adjudicated by a government authorised body (thinking of POPLa act here) not a criminal act

According to Companies House, Major Security Services Ltd has been in liquidation since August 2010.
