P4parking fine

Hi,
I'm new to this site and wanting some advice on what to do as I received a parking fine last 06/01/16 after I appeal to P4parking (3hours after I found the ticket) no response from them I phoned the 2 days after and the lady I spoken to reassured me that case is okay as I have provided my drivers licence and my parking permit which have fallen off my windscreen. Yes, I actually a tenant and can legally park at this parking premises.
But today I received a letter from TNC parking servicespace demanding me to pay a fine of 179 pounds.
My question is have they got the right to pay them? I even sent them my driver's licence copy, parking permit and letting agency name to verify my that I am allowed to park there its just happen that my parking ticket falls of my windscreen?
Please help!

Please start by having a good read of the Newbies Sticky at the top of this forum - Your using the words "Fine", and "legally park" suggests you have a bit of learning to do before you are in any position to properly challenge anything.
The thread also lays out your various options at the different stages and links to examples etc. Post back here for more help and advice when you have an idea of how you will proceed next.0 -

Thanks for your reply. But I'm honestly stock as to whom should I approach next as P4Parking don't want to know and keep passing me to TNC parking service's who just interested of paying them and do not want to hear my side.0 -

To prove that I live at the address as this happens outside my rental apartment. X0 -
as this is at debt collector stage and P4 wont cancel or listen you are stuck at an impasse, neither side budging
if the MA who employed P4 wont get it cancelled you have no option but to ignore TNC and only deal with an LBC or an MCOL from P4, they have 6 years to try a court case0 -

How is this different from the other two TNC cases on here within the last 24 hours? Just read them...one was even about P4Parking so you only had to look through the threads instead of posting like this is something new.
TNC are debt collectors but in one of those cases earlier, there had never been any other letter (no Notice to keeper) before this letter. Is this your first letter? Read the other threads, I for one can't keep repeating myself with the same old stuff more than once a day, it's already here for you to read (no link given, we are talking VERY recent threads from today).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

TNC can send out threatograms and issue deadlines as much as they like , its all smoke and mirrors
new threats and deadlines will come and go
its P4 that can only take it further so why are you taking notice of the debt collectors, who are powerless I might add ?
I dont care what TNC or any debt collector says in their toilet roll letters, neither does anyone else on here for that matter , which is why there is post #4 of the NEWBIES sticky thread and this thread written especially about powerless debt collectors

Yes but there is a suggestion that in possibly two similar cases, this is the first letter and so should be treated as the NTK, which the NEWBIES thread does already say where it talks about the first letter ('whatever it is called').PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

if this is the NTK (or is treated as one) , send them the BLUE TEXT template letter from the newbies sticky thread
if you dont get a popla code, as its out of time , then ignore as it will be at the debt collector stage0
