I think DVLA can enforce at any location where the public have an implied right of access/invitation to access; so this would mean any supermarket car park.

Unlicensed vehicles, unless exempt, can be clamped in any place that is not within the curtilage or vicinity of a dwelling house, mobile home, houseboat, private car park of flats.

Sch. 2A, Vehicles Excise &Registration Act, 1994, as amended by sch. 45, Excise Act 2008.

It's so hard to tell, because so many would have said exactly that - and meant it...

You could take DVLA to the European Court of Human Rights as clamping your vehicle has obviously restricted your free movement within the EU.

    They have legs:p

    EU for now

Thanks all. it got released at 7.30am this morning, I hot footed it up to the supermarket to get it pronto to avoid a lovely PCN.

Apparently the fee £160 gets refunded if you tax your car in 14 days.

Thank god pay day is Tuesday.

    *sigh*!

Next, expect an out of court settlement offer from the DVLA for the offence of keeping an unlicensed vehicle.
