Paypal won't arrange DD to linked bank account

I find I am unable to set up a DD to Paypal even though it has accepted and confirmed the bank a/c, which is showing as an option for paying money from/to. There is this message:

Why not give Paypal a ring and ask them?

There is a 0800 number on this webpage:

Paypal Customer Services - Call Us

You will need to be logged in to your Paypal account to get the 0800 phone number and a passcode.

I did this but it took some time for the CA to even grasp the problem. 20 mins later and I was told it would be OK in 30 mins. Had a go after an hour, but no. Had to go through the whole process again, and after 35 minutes it was established that as the bank a/c had been linked more than 3 months ago, it had somehow lapsed! Why don't they tell you this on the error message?
Anyway, added another account yesterday, got it confirmed today but same message as in the OP comes up. Can't face the call centre yet again, so any ideas, please?
