Camden council (the worst for this we were told) refused to re-open the case as it had been paid, I sent a letter on the employees behalf to the lease company stating they weren't getting anything for their stupidty!

One of my employees was done for driving in a bus lane at 3:45 PM when the bus lanes in that area didn't start until 4PM, and the street stated on the PCN had no bus lane, and was not wide enough to even get a bus down.
They however got their swag as the stupid lease company paid up without any communication or fuss.

It's all about the money, but they are winnable!!
Hire agreements "should" enable liability to be transferred, but lease companies are at the whim of individual public sector petty jobsworths.
Have a look at Schedule 2 of the Road Traffic (Owner Liability) Regulations 2000 and see what needs to be on a rental agreement in order for it to be transferred. One of the points is a date of birth of the driver. When I lease a vehicle a corporate entity, the agreement doesn't have a date of birth, or a driving licence number, therefore the majority of London authorities refuse to transfer liability... Common sense is not a required attribute for employment it seems.
It's perhaps a bit too late now, but if you present a valid appeal to the registered keeper (lease company) they can submit that to the authority for consideration.<--- Nothing to see here - move along --->0
