    My concerns are that the current 'system' allows the 'passing off' of a service, not only by the PHSO but others as well, that is clearly not available, notwithstanding the Terms of Reference published by 'regulators'.


    I can appreciate, first hand, the frustration endured when justified complaints are entered but not addressed/investigated by those who purport to be in authority and claim to be the 'appropriate authority/regulator' to conduct an investigation. I would suggest that Misconduct is a lesser accusation than Passing Off which is also known as Fraud.


    At this stage it is difficult not to recall the conduct of the 'appropriate authority' and apathy when considering accusations against Jimmy Saville, no doubt the term 'Saville Syndrome' will unfortunately become part of normal terminology. My dealings with the PHSO are and have been less than impressive as they seem to have the ability to 'pass off' and ignore evidence when they choose, only time will tell...watch this space.
