If the warning signs are saying "No parking or stopping", or similar, then no contract is being offered, (advertised). If a contract for parking is being offered then it would need consent, (subject to size of the signs of course).My Local Council have said that PE signs I queried are in their opinion "Warning signs on the Landowners property and would not require consent". The signs can be seen from the footpath in the high street.0 -

They offer a licence to park at a cost = they advertise and make known a debateable 'service' contract under licence. Not just a warning.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
