OK, you don't go to Salzburg to avoid the rain. Ever. Look at the above weather chart. And according to the long range weather forecast, they have plenty of non-rain walking time. You can't plan 6 whole days with no rain in somewhere like Salzburg.

If you actually want to ever go to Salzburg, the next 6 days are as good as any. For walking, for museums, for singing in the rain. It's a place where even the hotels provide rain tips http://www.salzburg-hotel.at/en-familie-regentipps.shtml

To subquote from the link "Whoever says that rain is dumb, was never in Salzburg!".

So, to summarise, if you want to go to Salzburg, go tomorrow, it's typical Salzburg weather. Or, if the fact it rains there was something that wasn't considered when the trip was planned, go to Cornwall. The weather will most likely be the same when you next try and go to Salzburg, so you might end up going round in circles.

If money is the ONLY consideration then stay in the UK.

However if the choice were mine I'd go. Weather forecasts are notoriously inaccurate...the further you look into the future the more wrong they are! There is no guarantee that the weather will be nice in Cornwall or that it'll rain in Salzburg - both are simply probabilities. As has already been said, if we tried to plan things around the weather then we'd never do anything.
