    do I just ignore everything until a court summons arrives

    Court claims are expensive so they only go after the hooked fish or those that have appealed to the IAS and provided them with lots of juicy information they would never have had.

    Is there a way to make it go away before it gets to that stage?

    Also see if you can find out whose car park it is as they can get these cancelled. Those that hired them, can get them cancelled.

    Not necessarily, but you're at a point where there is little you can do (other than get the landowner to cancel the charge) to stop them pursuing you to court if they choose to do so.

    The next step may be debt collector letters which, after reading, you should file and keep safely. You will not respond to debt collector letters as that will get you nowhere. Just be prepared for their arrival then you don't go into uber panic mode like many do. Read newbies sticky post #4 in readiness for debt collector letters.

    You also need to do some ground work in preparation for a court claim - the main one being obtaining photos of the signage (as per IamEmanresu's advice), which is key to whether a contract was ever formed between you and the PPC, and get on with finding who the landowner is and get in touch with him.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
