    No need to buy something special, as suggested, just take the pedals and cranks off of a 'normal' bike that's the right size. It's quite a common thing for people to do if they don't want to buy a balance bike, or they're too small. If/when he's ready, you can just put the pedals back on.
    They're easy enough to take off, if you don't have the tools or skills yourself, I'm sure you know someone who is, if not, the shop you buy the bike from or your local bike shop will do it for you.
