Mounting rubbish

Evening all,
Looking for a bit of advice please.
One of the houses opposite mine is tenanted and like most areas, we have two wheely bins for our household rubbish, each one get put out on alternate weeks. The house in particular keep,their bins on a set back bit of concrete at the end of the front garden.
The dustmen come round on Wednesdays but they will only empty the bins if the lid is closed; they may take the odd bag that's placed neatly by the bin.
There is now a huge pile of bags, boxes and black sacks surrounding the overflowing bins, the dustmen have obviously not emptied the bins or removed the piles for weeks and the pile is growing by the day.
I'm getting a bit concerned that this huge pile will attract foxes or rats. As I said, the house is tenanted so I've wondered if they haven't figured out just what they need to do in terms of their rubbish - this is a 4 bed house so plenty of rubbish accumulating each week.
I'm wondering if I should put in a complaint to the council, it's probably a bit of a no brainer question really but as I have no idea who the owner of the property is, it's the only thing I can think of to get something done.
Thoughts would be much appreciated, thanks.

There are probably foxes and rats nearby , rubbish or not, you can notify the council, you won't need to know who the tenants or owners are.0

Maybe the council are not collecting the rubbish because it,s not sorted properly and out in the correct bins. Ours is very strict and will just leave rubbish there if it's not in the right bin or packaged as instructed.
Are the tenants foreign? Do they understand the recycling rules? Could you pop over and say they must be annoyed the council is not collecting all their rubbish and let it build up and ask if they understand the system. Most councils issue a leaflet or perhaps you could print off the information foe them from your council's website. Their landlord may not have properly passed this information on.0 -

Our council will not take the wrong bin - if it's recyclable week and you put the non recyclable bin out, they won't take it. Their two bins are next to each other on this concrete slab with the lids propped open with rubbish and surrounded by the huge pile.
The tenants are foreign I think so you're probably right about them not understanding how it works but surely, they only have to look at the neighbouring houses to realise that what they are doing isn't the right way?
I don't feel I can knock on their door, I've seen a few men coming & going and sitting outside smoking so I'm a little intimidated by them.0 -
You could put a note through the door - maybe print off the details about collections from the council's website and add a note saying "we've noticed the build up of rubbish outside your home - in case you are not familiar with the rules we enclose a copy of them - as you will see, you need to make sure that the bins are out on the correct days and that the lids are fully closed, as otherwise, the council will not empty the bin. The ext collection is on[date] for the [colour + type of bin] and on [date] for [other colour/type of bin]"
If you know where the nearest tip is where they can take the excess you could add that information.
It might also be worth phoning the council to ask whether they can take any steps.
You could download the details of the property from the Land Registry website which would give you the name and address of the home owners, but of course the address given may be the address of the property itself, which doesn't help much!

You shouldn,t have to feel intimidated in your own neighbourhood but especially if you live alone I can understand that you might.
You could of course take the bull by the horns, take them over a nice cake when you see them outside smoking as a friendly gesture and explain you're concerned about the rubbish and ask if they understand the system. Perhaps they might make more of an effort if they think you're trying to help them and be friendly.
If it doesn,t work you should ring the council and complain that the rubbish is not being collected but try first to explain to your neighbours what the system is and how it works.0 -
Call the Council and speak to the Housing Environmental Health Team with the property address.0

Make that call to the council, that's all you need to do. Don't get into any confrontation with them.

I genuinely don't understand why anyone would want to look out of their windows at festering mounds of carp at the bottom of their garden.
Let's hope it's just confusion over bin usage rather than their being actual filthy skanks. Dropping a printout of bin infor through the door and seeing if there's a response is a good starting point.They are an EYESORES!!!!0 -
Thanks for the advice, it's appreciated.
I don't live alone but currently not working so I'm by myself all day. I wouldn't feel comfortable going over there to either pop something through their door or to speak to them. I'd worry that if I did either of those things, they still did nothing about the rubbish & then got a letter from Environmental Health or some other council dept, they know it was me.
The tenants have been in the house for a couple of months I think, they really only have to look around them to see that no other house has piles of rubbish outside their property.
