Just been asked to help a friend of my other half, unfortunately they tried to tackle this themselves without having the knowledge from this forum.
Story so far:
Alleged NTD attached to car windscreen, but keeper states there was no ticket so possible ghost ticketing.
NTK arrived £100, usual IPC member nonsense.
Keeper sent a crap appeal (not aware unfortunately of the info here). Also requested photo evidence.
Appeal rejection received with photo evidence. All POFA time scales met for a windscreen ticket. A number of images of the car with the elusive NTD stuck to the windscreen.
This is where it gets interesting. The address of the 'location' on the NTK does not match with the post code. Neither the address nor the post code are car parks, and are not sites that are 'managed' by any PPC. I phoned each of them today to confirm.
The keeper at the time of the incident was actually in another part of the city, and can prove that fact conclusively.
Out of time now for an IAS appeal so I've suggested the keeper is now in the ignore mode. Told them to keep all debt collectors letters, and keep an eye out for anything that looks like a LBA. I've also withdrawn the keepers letter writing priviledges
Looks to me like the PPC have made a massive mistake here, and I'm kind of hoping it turns into a court claim.
Any comments from the regulars would be gratefully received.

Sounds like you have it sewn up. Can't suggest anything else really until they send a LBC.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That's exactly what I was thinking, expose the so called independent appeal service for the sham that we all know it to be.
I assume it would be similar to a POPLA appeal but with the obvious points about the keeper being elsewhere and the site in essence not existing0 -

I am toying with a suggestion that people may like to 'register intent' to IAS appeal, which gets you a sneak preview of the 'prima facie case' and even then you do not have to proceed with the appeal.
I think I would register intent and see their hand first. You can be a guinea pig for this new approach!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes I believe so, but not a letter. All done online.
I helped someone win an IAS appeal last month and she just had to register intent online then she could see that the 'prima facie' case had the holes we were expecting to see. Hers was unusual though, VCS had mucked up who the driver actually was and tried to hold the wrong party liable so we proved that with documents to show she had named the driver already. Hi,
I was wandering if anybody can help me, I dont know how to start off a new thread so hopefully it gets picked up on here.
Ive just received a £100 parking fine from ukcps £60 if paid within 14days for parking in my allocated parking spot in a private apartment. I own the apartment however my permit wasnt showing hence the ticket. The reason it wasnt showing was I just returned back from a night shift half asleep and totally forgot to display it, its a bad excuse but the only one ive got.
Now I own the apartment and the parking space is in the deeds to my property, im the only one who can park there. Have I got a leg to stand on or do I have to pay these jokers?
One last thing, if I have to pay can I claim financial difficulty and say I can only afford " x " amount each month? That way I'll feel slightly better about the situation.
