Road accident involving dog, no pet insurance

I don't think this is going to go away. OP pet insurance provides third-party insurance to cover such events, which is what you really need.
You seem to be talking about yourself in isolation and not your household, but household insurance often provides third-party cover for everyone who stays there. If you have cover for your home, whether it is in your name or not you need to check what it covers.
I cannot see legal cover being a great deal of help. They will offer you some free advice, but they wont fight it on your behalf unless there is a good chance of winning and it doesn't sound like there is.
You cannot really plan until you know how big the claim is. Hopefully you are only looking at light to moderate damage to a car and no personal injury claim.
Get advice from your union legal cover but I would imagine the first action would be to write and tell them you do not have pet insurance.
They will then try to recover the costs from yourself. Even if you convince the insurer you have no money to meet it and they back off the policy holder may still try to recover their excess from you.
Ultimately you may well need to reach some agreement on paying. Ignoring it until it goes to court would land you with additional costs and eventually a ccj.
That may not be what you want to hear, but it is a very possible route for this to go.
I'm sorry about your dog. Our first dog is still very fit and healthy and I cant imagine what it would be like to lose him in such circumstances.0 -

My dog was recently involved in a car accident, she ran across the road and was hit by a car. I didnt have pet insurance, stupid I know that now
I have had a letter from the drivers insurance stating that I am responsible for the accident, which I know is how it works now through research. I dont have any money, and I have no insurance details to give them
My husband says he is going to measure the distance between when the guy said he hit her, to the point he stopped, because he believes he was speeding, and that he will write to the insurance company stating this, but I know it wont work that way

Well you've got no money so you can't pay anyway so what are they going to do. They can't take something that you do not possess.
They will keep writing letters to you. They may (very slim chance) take you to court to get a CCJ against you. You then tell the court you have no money and after 6 years of non-payment the debt is effectively written off.
So...I'd just ignore them. edit: sorry for your loss. You are not stupid for not having insurance. Many people do not have insurance as it is very expensive. How would that stand if the OP has no money but has assets? Would they not then risk having the bailiffs round? I would suggest the OP checks this out before taking such a stand so she is aware of all the eventualities.All shall be well, and all shall be well, and all manner of things shall be well.

If this is the only way to get dog owners to be responsible for their animals then all power to the insurance company and they should pursue the debt fully.
Money or not, people must face the consequences if they are irresponsible with their pets. Far too many people let their dogs run loose and this is what can happen. Luckily no people were injured as a result but it could so easily of happened.
Examples must be set to discourage other dog owners from acting irresponsibly. Having no money should not be a reason to be let off the hook. Easy on fella, it could have been a genuine mistake/error rather than someone just letting their dog run amok. I also pity the OP who has clearly lost a pet.0
