Road accident involving dog, no pet insurance

My dog was recently involved in a car accident, she ran across the road and was hit by a car. I didnt have pet insurance, stupid I know that now
I have had a letter from the drivers insurance stating that I am responsible for the accident, which I know is how it works now through research. I dont have any money, and I have no insurance details to give them
My husband says he is going to measure the distance between when the guy said he hit her, to the point he stopped, because he believes he was speeding, and that he will write to the insurance company stating this, but I know it wont work that way
Can anyone help please?

Im not sure how it works with pets but what if a child walked into the road? No such thing as child insurance....that would be down to the driver ( not fair I know ) but that's what fully comp is for.0

Unfortunately unless the dog is on a lead at the time then its the owners fault
His policy is fully comp, letter says to pass the letter onto our pet insurers but I dont have any

I do have legal cover with usdaw, but they are closed atm, I was hoping to get some advice here, or some reassurance that this can be sorted

What are they wanting to claim for?
You will be liable because your dog should be under control in a public place which it obviously wasn't if it was able to run into the road regardless of the car's speed.

No insurance, apart from car and seeing as mine wasn't involved isnt going to help
Yes im aware of the legalities now, been researching since it happened
Its my husband who thinks it can be sorted with proving he was steepding. Yes she died
