Switching from Plusnet to Virgin/Sky

I phoned Plusnet at the weekend to enquire about potential charges if I transferred my broadband over to another carrier, they said regardless of whether I was out of contract or not they would charge me £30 for transferring my services to a non-BT phone operator e.g. Virgin or Sky they specifically mentioned, can someone explain to me in laymans terms why they would levy a charge (and more importantly how I could avoid this charge other than not switching),

will only be a charge if you go to Virgin Cable ,SKY use BT's copper pairs or infinity wholesale offering
SKY manage the move and if you are not in contract to Plusnet then theres no feeEx forum ambassador
