Prepayment meters for people in supported living

My nephew is autistic and lives in a property in a supported living scheme, along with three other young adults and their carers. It seems they have no option but to be on prepayment meters for electricity. As a result, they will have higher bills than necessary. Has anyone else on this forum encountered this issue?

Who actually owns the house ? Could the account be in their name ?Never pay on an estimated bill. Always read and understand your bill0
