Metered assessed charge

Am new, so apologies if I am on the wrong forum section.
Southern water say they are unable to install a water meter, after three years of trying to get one, they still will not tell me why. Today I received my metered assessed charge for 2016/17 which amounts to £448.75. I am quite a thrifty individual, with my home energy bills, so was looking forward to saving myself some money by having a water meter installed. They have sent three different people to my property to assess where one could be installed, alas still no water meter or an explanation why. However the last man who visited believed they could quite easily install one, but it would mean digging abut a few feet from where my water connection is outside, he said Southern Water do not like doing this due to the cost to them. I have called several times & they insist someone will get back to me, but never do. I have also written, again no response. A freind suggested contacting ofwat. I really feel they are disadvantaging me financially, as I feel I would be achieving cheaper water bills if I were on a meter.
Can anyone suggest what I can do about this situation? Many thanks.
