I can't stand a bad app, RBS gives me my reward account, and with the interest on my savings account with them it at least pays the fee.
No help to buy ISA yet though.

I would still stick with Halifax and see if they'll upgrade you to Reward after a few months.

I am at a loss what you mean when you say we all have an HTB ISA with them. I can only guess that you are referring to the fact that the State owns LBG shares, but what this has to do with HTB ISAs is a mystery.
Along with tens of millions of other home owners / mortgagees I will never be entitled to an HTB ISA as long as one of the conditions for an HTB ISA is that the applicant is a First Time Buyer.

You will have to sign a First Time Buyer Declaration in order to get your bonus. You'll also have to make that declaration when you apply for the HTB ISA.
