Loft insulation ombudsman?

Is there any regulation or ombudsman overlooking the free loft insulation scheme? I had an assessment in January and was told I qualified. I have since phoned the company 5 times and have written to them. Each time they say they will call back, but never have. I have also written to EDF, as they referred me in the first place. They said they would respond within 8 days, but that was 12 days ago.

I don't know why I am being ignored and would like to escalate this. Can anyone recommend further help?
