One of dumbest proposals, based on fear and no idea on workings...
Just imagine, as how easy it is to hack SIM's and already, how many people getting robbed off, by identity provision by networks to "third parties" as payment form in endless scams...

So what happeneds to all the millions of sims that are not regestered already?
Are they going to cut them all off or send a text message to go to the network provider and register.
Yes, that's how it's done. Singapore did this about five years ago, with a long period of notice to register before cut off date. Thailand did it rather more clumsily last year. The majority of countries worldwide require registration for any mobile phone service.

Well I know watching US shows the perp is always buying burner phones:D Actually think its more to do with criminals using them, then just throwing the phone away.

Quite surprised its not on the cards here.
The new 'snoopers charter' is pretty fundamentally undermined by the fact i can pick up a sim from a supermarket for cash, load it up for cash and use it to browse anything on the web, message anyone anything at all and be 100% untraceable.

And the batteries are always charged.

I just saw a TV programme where the "hero" bought a burner, opened the package and made a call then threw the phone down a toilet.

Most modern phones will have at least a partially charged battery out of the box, it's quite possible to do what you have described.

Agreed. My new phone last week had 80% charge out of the box, enough for about 13 hours talk.

Then it must be a magic phone. Modern phones in particluar won't last a fraction of that time on calls with a fully-charged battery.

Cheap phone with buttons and not a TV screen sized display. My phone has sat there off charge since about midday on Friday totally unused, not even opened the case yet its down to 44% battery capacity.

Approx 36 hours and its at 44% even though it has not been used.
