A country cannot be a part member of the EU any more than a woman can be a bit pregnant. It's either yes or no.

EU membership affects a country because it is made up of a number of binding agreements. There are a number of countries (Norway; Switzerland; Turkey...) that have signed up to some or most of these agreements but are not full EU members.0 -

As a matter of fact, they pay pensions to people living in virtually every country in the world (the one and only exception is North Korea).0 -
