Looks like there's a fair bit of mould on them there ceilings. I would treat it with mould killer. First scrape off all the paint you can with a scraper, then sand, then spray with mould killer (Polycell is pretty good). Leave for 5 minutes, wipe off, then maybe use some filler on the bare patches, sand, then apply some decent waterproof paint. No need for skimming.0
