Help with credit rating for 18 year old

My daughter has just turned 18, so therefore has no credit rating and is seen as a risk. She is looking to get a phone contract in her own name instead of being on a contract in my name to start her credit rating off. She works part time and has always paid me each month when the bill comes in. None of the phone companies will give her a contract. I wondered if anyone knew of a way round this as I thought this would be a good way for her to start managing her own finances. Thank you

Even sim-only? This is hard to believe.

Other ways to start a history:

Disregard the credit rating as lender don't see it just your daughter can. Its the credit rating that's seen by lenders. She needs to keep her account in the red eg don't go overdrawn, only spend what she has. Then after a while maybe look at getting a credit card (like grumbler has suggested).

Has she tried three for a sim only contract (even a 30 day sim) and buy a sim free phone.

Might be an option if she were to get a copy of her credit report from all 3 agencies.
