Keeper unable to appeal

If a keeper is unable to carry out a first appeal (windscreen ticket) due to medical reasons how is it worded? Should I mention this or just refer to "occupant of car has received....."

A blue badge holder failed to display it and got a ticket.
The blue badge holder is not the keeper. But the keeper is unable to appeal due to medical reasons to appeal.
Sorry I cannot check ticket to see who issued it at the moment but they are BPA members. UK or something. Ticket was issued at a hospital.0 -
You can appeal on their behalf, and just get them to sign it. But since you don't want to give them anything more than a vague squiggle you can probably do that as well with their consent.
Or I guess you could just write:
Your Name, on behalf of Their Name, Keeper.
Or you can just refer to yourself as keeper. It doesn't need to be the registered keeper.0 -
If it's at a hospital, complain to PALS immediately and hound them until they cancel it. This was a disabled patient, in their hospital.0

Also, read the NEWBIES thread - read it carefully - it may take 2-3 goes to get the info in.
In there, it tells you how and when to appeal as keeper.
Any appeal needs to be done in parallel with a complaint to the hospital, PALS etc. - do both.
if you can give us all the information, PPC, dates, etc etc, instead of drip feeding info then you will get better advice from members on here.0 -

I wouldn't put that in personally. Gives the PPC the easy opportunity for a fob-off saying only the keeper or driver may appeal.0 -
Appeal as keeper of the vehicle. This may or may not be the driver or the registered keeper. It only has to be the keeper (person looking after the car) on the day in question.
I would suggest putting the keeper's name and not signing it. If the appeal is done online there is no requirement for a signature anyway.
Don't appeal the windscreen ticket too early. Around day 25-26 online or day 21-22 by post (but only first class (not special or recorded) from a Post Office and obtain a free proof of posting.)

Yep, submit online around day 25/26 and wait for the POPLA code. Same as other UKPC blue badge cases, we had one last week just like yours:

Be aware they might offer to 'settle' for £15 if you atach a copy of the blue badge of an 'occupant of the car'. Your choice, we wouldn't but then POPLA is so rubbish right now...I still would not pay £15 to UKPC though!
You are best concentrating most efforts on the landowner/retailer complaint which can just get PCNs cancelled outright, much easier.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
