No, it's the day you date the form. Always has been, way back into the mists of time.
In the past, it used to be on the disc that it needed to be received (or the letter post-marked) before the end of the month, and that handing it in after the 1st would not count. On the old V14 tax refund form, it had to be posted before the first day of the month.

Whatever you do get a signed dated and timed receipt from the trader to confirm when your ownership expires,why? because just this week i had to fill in a,who was in the car form from dvla road tax compliance division or whatever they are called this week that had been driven away from my premises without trade plates and obviously wasn't taxed and it went through an anpr camera on a major m road, i was able to fill in the form thoroughly and also added a photostat copy of the invoice i had issued thus hopefully extinguishing any further letters from them.
He really should have taxed it or bought his plates just like your trader should but hey ho its up to them innit....
