  • I must admit I sympathise with OP and think he has had some good suggestions on dealing with it (both the business and the aviary).

    I can relate to the one household keeping numerous cars scattered everywhere - as one of my nfh does so and doesnt half create a problem with it. Fortunately - that problem doesnt affect me personally - so I say nothing about it. But, if my visitors couldnt park because of all the nfh's numerous vehicles - then I would have to say something. As it is - I keep it "in reserve" as to whether to say something if they start kicking off again in ways that DO affect me. The person that is affected by all this is an nfh themselves - so I dont bother myself about whether nfh 1 is affecting nfh 2 (while they are bothering each other they arent bothering me;)).

    I think this is the thing - as in that nfh shouldnt be parking numerous vehicles all round the road - but, in OP's position, I would be asking myself whether that personally affected me to judge whether to do anything about it or no.

    I would be dealing with the rats from the aviary situation firmly though - as that is a health hazard. So I'd be getting official evidence (ie a letter) from a suitable source (ie the Council's Environmental Health Dept) and forwarding a copy of it to the person in charge (NOT an underling) at the HA and requesting immediate action on that. I'd keep pushing the head honcho at the HA until that action was taken.
  • The taxman has a phone line for anonymous tip offs, at least they did a while back which I used to tip off a similar neighbour. As I suspected they weren't declaring their income from selling cars. He moved not long after.

    With regard to the aviary, I'd suggest that you consider writing to the HA. You say you have 'mentioned' it - have you actually made a formal, written complaint, setting out the specific issues*and* the previous contacts (with names and dates if possible) which you have had with the HA?
    If not, do that now.
    SO you specifically say
    "I spoke to [name] on [date] about my concerns that the construction of the aviary would damage the fence. [Name] advised me to keep an eye on the fence and told me that the HA would take action if this caused damage. On [date] I spoke again to [name] to report that the fence was damaged, but no repair has been made and to the best of my knowledge, [neighbour's name] has not been contacted"

    In relation to the car issue, I would treat this as a separate issue. Again, report *in writing* the issues with them blocking access. Make sure that your comaplaint is about them blocking access, not the fact that they they also park legally but in ways which annoy you.
