Neighbour Issues - at the end of my tether!

Three years ago my neighbour moved in next door and ever since we have never seen eye to eye, despite my continued attempts to be a good neighbour/minding my own business etc etc.
Firstly, he has caused nothing but hassle with his cars being parked all over the place - yes, I suspect he's buying and selling cars from his address but says he gets bored and just buys them to sell on. I was not born yesterday. I know what he's doing, as he also repairs them.
I don't care what he does in his own parking area - we live in a cul-de-sac with allocated on drive parking. However, he parks spare cars on his two space parking area that he's repairing/breaking/selling etc. He then takes to parking his own cars all around the close outside other peoples houses, including mine causing great inconvenience for visitors and contractors who wish to park.
Now, I know you can't stop someone parking outside of your house and nor would I want to despite all the grief it throws up. What bothers me so much is all the cars he has that causes the problems here as well as the buying and selling.
We live in Housing Association properties and despite my continued complaints about these matters they don't want to seem to resolve things. They have asked him to be more mindful of the parking and not to obstruct anyone but it falls on deaf ears. The last time I confronted him about these issues we ended up with the police being called as he threatened me. Since then we just keep our distance.
Lastly, in the summer of 2015 my neighbour decided he'd build an Avery attached to my fence. Since that time the fence has started to bow with the weight of it and will probably go over if we have any strong winds.
However, more pressing is that I've got a rat infestation in my back yard as a direct result of the Avery and the food that's attracting them. I mentioned this to him only last week and just said that they probably come from over the fields, nothing to do with the Avery. Pest control are dealing with it but I've had to cover the cost.
I'm just at my Witts end with it all now and feel as though I'm on my own with it all and no one wants to know or help. I just want to live my life in peace and not have to put up with him thinking he owns the place. I know deep down he will never be a reasonable person as he does not do that.
I'm putting out the feelers to move at the moment again like last year but feel why should I when I like my flat and the area it's in - a village. I won't get a place as good as this if I did move away.:(

What does your tenancy agreement say about keeping pets, and parking?
We live in a HA property and pets are not allowed under our tenancy rules, and car-parking is by permit only. There used to be clampers come round if anyone without a permit parked in the carpark.
If it's on the road, there's not much you can do, unfortunately, as it's a public highway.left the forum due to trolling/other nonsense

The Avery issue is the same neighbour who's causing all the parking problems. He built the Avery frame and attached it with screws to the fence panel. This is a shared fence.0

The tenancy states that permission must be sought before having pets. The housing officer who comes round bi-monthly saw it and just told me to keep an eye on the fence and contact them if it becomes a problem. I contact them and they do not want to know or don't get back to me.
Parking should be in marked bays only and must be road legal. Visitors parking must be considerate at all times to other tenants.0 -

If your HA is doing naff-all about this person, go ABOVE them.

What was the pest control company's opinion on what has caused the rat infestation? If they agree it's the aviary, get that in writing to show the HA.

The pest control officer from the council said that it was most probably the Avery but he also found burger buns tossed over the back of his property which would almost certainly be adding to the problem.
He's forbidden to run a buying/selling cars from a HA property as this is clearly stated in the tenancy. I know the onus is on me to provide evidence but i fear if he catches me taking pictures or taking notes then this will just turn things sour again. He has no consideration for other tenants here.0 -

You've reported problems with your neighbours for years, and not just the current people. I'm not suggesting that they are faultless, what they are doing is far from ideal, but are the cars doing you any harm?
My advice, ignore them and get on with your own life. Life is too short to be constantly having petty squabbles.0 -

It's not my fault I get neighbours like this. Yes, the previous neighbours they swapped with were just as bad. I get on with everyone else around here and just try and get on with my life too. However, whatever he does seems to have an impact on my quality of life. We all have a right to live our lives without others causing us problems surely.0
