Do you and or the other person work for the company whose land on which the car is parked. It's a civil issue if the company wants to report it as abandoned. Unless you can prove that he was drink driving beyond reasonable doubt the police won't be interested.0

And how is this related to saving you money? Sounds like a grudge to me, but giving you the benefit of the doubt.
If you think this person is drink driving then find out when they are doing this and tell the local police. They will be able to follow up if this is actually what's happening and put a watch on the car park. Visit the car park a few times to see if the car is moved on a regular basis and give the police this info so they can target their surveillance.0 -
It could have a bearing on saving money as we all subsidise uinsured/drink/drug drivers by at least £50 each every year. Just suppose your local council came up with a £50 rise on your council tax every year to cover clearing up after illegal travellers, or boyracers in local takeaway carparks? Be angry eh?
As to the original question, you say it has no docs, and is on private land. Nothing wrong with that as long as he has the landowners consent or they do not care. IF he was driving it - and you haven't yet committed to saying you have witnessed it being driven - that is a different matter.
A similar situation happened locally down in the village. A lad was driving his car from his house, and parking it in the village. The lad had no docs, and was a drink/dangerous driver (4 times over 130mph)
Local villagers spend 3 months reporting to Police and Crimestoppers and nothing happened. It was the subject of chatter at the post office. Dozy lad parked on a road for 3 days at a time, and alternated between road and a pub carpark - not bright for a banned drink driver either.
What DID have an effect was a number of old people leaving notes all over his car, telling him (i assume) that he had been or would be reported or similar. The lad has not driven it since.
Not all about getting people 'done' for something if you just want a safer neighbourhood. In this case residents were more effective than the Police and Crimestoppers combined and acheived what they wanted. IF he is driving - making the driver aware may be enough.0
