Blacklisted Phone

I have been offered a phone for sale which the seller has openly admitted has a blacklisted IMEI. I have checked it against cleancheck.me and the IMEI comes back clean, the seller claims it has been blacklisted for unpaid bills.

Does anyone know if I purchased this phone with the intent of stripping it for parts to reuse or resell, would I be doing anything illegal provided I am satisfied it is not stolen?

    Check it with checkmend, if it comes up clean there you will be ok if you buy it as you have then performed reasonable diligence with the same organisation the police use. They will supply you a downloadable certificate as proof of your check as well.
