I'd be Googling a 'contact us' email for Cushman and Wakefield! They are LIABLE for the actions of their agent and they CAN cancel PCNs.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I would also be contacting Cushman and Wakefield, plus the shopping centre manager informing them of the recent fraudulent behaviour of UKPC. They were caught doctoring time stamps on photo' "evidence" and had access to keeper details from the DVLA suspended as a result.
This was the second time they had been investigated and I believe there is another investigation into UKPC's behaviour happening at the moment.

Ask if associating with the likes of these scammers is really the image the manager and the above company want to project.

Well make sure you get it in writing from all concerned. It wouldn't be the first time that someone is told verbally it's cancelled only to be pursued months or years later by a PPC or debt collectors about the supposedly cancelled ticket.

    Yay, well done!

It was just a matter of contacting the right person at Cushman and Wakefield, as we thought. Well worth persevering with the complaint.
