Napier have moved to the IPC recently so was the PCN one where POPLA was offered on the back?

Yes - On the NTK it states "If your appeal is not upheld, then you will be eligible to use the independent appeals service POPLA."

I wouldn't use the IPC template.
Appeal on the single point ( even to the IAS)
There was no breach of contract , the parking tariff was paid within the period the driver was apparently being observed. As evidenced by the timing on the P&D ticket the operative's evidence lacks any credibility.

Even if a kangaroo court uphold this charge I can't believe a proper one would

Have you got a picture of the sign ?

    not many do that.

So it's not the IPC template appeal to send then. And I agree with salmosalaris not to use a template for Napier which is why they are on the list in the NEWBIES thread to start a new thread about them each time, as you have. I would appeal as the keeper in the way salmosalaris suggests:

I have not given anything away other than xxxxxxxx. Who am I?

The driver is the one person issued with a PCN about 5 or 6 weeks ago who got a Napier PCN for "Failure to display a valid pay and display ticket" whilst driving a company car. You are the one observed for a 5 min period before issue who will be appealing this as 'the keeper' despite the letter having been sent to a company...not many do that.

    Easy to spot.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Re your PM, I agree with CM, do not mention.
You never know how far you can go until you go too far.
