Banks will release a frightening amount of money without probate to the person with the death certificate so I'm sure they will provide him with statement for the account. Technically he has no 'right' to ask for them but if you don't ask you don't get.
Executor rights come from the will not the grant so they(named executors) should be given anything they need with prove of death and a will naming them.
For Intestate the institutions should probably do more checks but any potential administrator is in a catch 22, you need to do the enquiries to apply for the grant accepted practice seems to be death cert is enough.0
