That was part of the hoo-haa when they switched the system over.
Every time something like this happens (which, presumably, is VERY often) the DVLA effectively get double money for the month of transfer.

why not leave the V5 in your mums name therefore keeping the amount of registered keepers down
you can still be the owner and insure it in your name
only relevant if the car is worth anything tbh, if it's a 2002 golf valued at £1000 then the difference between 5 owners and 6 owners is not going to affect the car much.
Plus saves mum the hassle of dealing with parking tickets,0
