Detach garage renovation

Back of our garden we have a tatty old garage (20x15) which is in need of major TLC.
We would like to have a complete revamp (remove asbestos roof etc) of the garage but we are not planning to change its use to anything else (Gym/play room etc)). The idea is to revamp it but keep it as a garage with some purpose built storage space.
We are undecided if its worth making the new walls double skin and insulate the walls/floor/roof etc, considering it will just be a garage and storage?
As we are not changing the use, do we still need to have PP or we need to have the Certificate of Lawful Development /BC ?
Many thanks in advance.

Don't see why you'd need double skin or insulation etc. It's to keep a car in, not your kids.

A quick google on building control found:

Unless you are going to heat it, ventilation is more important than insulation.

Didn't know you had to have building control approval for replacing my windows.

I never applied when I had DG fitted back in 2008 and the window company made no mention of it.

One thing to note, if you are planning to get rid of the asbestos roof you need to use an approved contractor. They normally charge £80 per sheet.
Never Knowingly Understood.

Where would I find the regulation which states that?

As I understand it, this work can be done by a householder, following good practice guidelines of course:

My council accepts asbestos. They like it to be double-bagged and they charge, but nothing like that much.

This is MSE, after all.

You don't. If the company you use provides certificates from FENSA then that's fine for simple replacement.

Most of the windows in my house were replaced in 2008, so when I bought it in 2009, the FENSA cert was part of the pack sent to my solicitor. I've just received another one for windows we put in last year.

If its just going to be a garage, I don't see the need to have a insulated cavity wall. Garages do not require insulation.

Thanks Guys for your help/info/link etc, much appreciated.
I guess its clear that we dont need to go through PP or Certificate of Lawful Development /BC.

My attached garage was insulated when it was built, for future proofing (in case I ever want to convert it in future) and to offer some insulation to the side of my Victorian building (the roof of the garage was also insulated). Then British Gas decided they wanted to give me some money towards external insulation!

My garage is decidedly warm for a garage, without even needing to heat it as most of it gets the sun.

You would end up loosing 200mm all the way around the building, it would cost a fair bit and you wouldn't get much of a gain unless you were heating it or it was helping to insulate something else, so it probably isn't for you.

Money would be better spent on a decent fan or a decent dehumidifier.

Regard
Phil

Thanks guys, the responses here got us thinking little bit out of the box.
We were wondering what implications/challenges we would face (cost), if we were to revamp the garage and at the same time extend the building/garage further to accommodate Gym/play room etc?
We are quite lucky that our garden is approx. 140 feet long and the end of the garden sits our garage.
The idea is to extend the garage further by lets say 20x20 and I guess we could have internal wall to physically separate the separate the garage from the Gym/play room.
I guess to have the Gym/play room etc we would definitely need insulation/ventilation and probably need to involve Building control or may be Planning guys?
Your thoughts please.
cheers
