UKPC Parking Charge

Hi,
Reveived a Parking Charge from UKPC yesterday for "parking in a residents parking area without clearly displaying a valid residents parking permit".
However, as proven in their own photos, I was clearly parked in a Visitors Parking Bay (VP painted in bay).
I was visiting a friend who lives in the block of flats to help them move house.
Therefore I do not need a parking permit??
They are demanding £90, reduced to £50 if paid early.
Shall I just do what old threads and posts have suggested, and ignore ALL corresspondence?
Many thanks in advance

Can you get the friend to photograph any sign that refers to permits and visitors parking??0
-
The sign details residents permits needed at all times. But absolutely no notice what so ever in relation to Visitor Parking. But the bays are clearly painted with either a VP, or residents house number.
Its on private land, and I have read that the Charge that have slapped on me is unenforceable because it was not issued by a Local Authority (Police, Council).0 -
any threads that tell you to ignore are dated before october 2012 , when POFA2012 came in
so for england and wales, you dont ignore, you appeal
the NEWBIES sticky thread explains all of this, please read it
that stuff you read about it not being enforcible is rubbish , as Barry Beavis found out at the Supreme Court last november
this case of yours is different , but unless you prove it the courts would just accept that Beavis applies, even though it doesnt, its your job to prove the opposite0 -
Il have a good read shortly. So in short, I should:
1 - Appeal via their UKPC online form
2 - Raise the question about lack of notices/signs in relatiom to Visitor Parking.
Many thanks0 -

not if it was a windscreen ticket , no (only if its a postal NTK)
you wait until around day 26 and appeal online as keeper, using the blue text template only, no changes
meantime , you try to take pics of the signs etc as asked earlier
and you try to find out if the residents with parking permits also have visitor permits to hand out when visitors arrive in those visitor parking bays, which is what normally happens, which is also why you received a pcn, due to not displaying one on private land
please read the NEWBIES sticky thread again until you understand the process
if you received a postal notice as KEEPER, then you use the online appeal with the blue text BPA appeal, no changes, within the next 3 weeks, this week if you like
still gather your evidence though
your posts do not not indicate if it was a windscreen ticket or a postal one, although I suspect its a postal NTK0 -
Thankyou. I have read the Sticky Thread regarding the process, and template appeals.
I can certainly take photographs for you 😀
My friend who is a resident only has the 1 permit, which is her own. No other permits.
It wad a windscreem ticket 😀0 -
In the appeal - in the 3rd person of course - attention should be drawn to the lack of instruction re visitors needing a permit.
At 2nd appeal time, lots of concentration on the points you make above and photos will be most helpful, if not essential.0 -
so if this on site incident only happened yesterday you will be using the blue text template "as is" in 25 days time, online0

Thanks guys 0

Don't rush it, forget the 14 days on the PCN. Follow the script & appeal at day 26 online as registered keeper as already advised. Why not read other UKPC threads in the meantime this month, tons of them here about appeals (no need to read court ones, that's people who ignored PCNs contrary to our advice - which is why you DO NOT!).
You need to read up about POPLA stage and how to appeal when you get a rejection letter further along the process, in readiness.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
