    Off to see if I can post this in the section for FOI.

    In the meantime, it looks like this contract ran out in feb this year.

    It will, no doubt, have been renewed by the totally deluded NHS Trust who think that their scheme is compliant with guidelines and that PE are not 'incentivised' to issue PCNs.

    not good, when they send out an old contract under the FOI
    Checking both attachments, they have sent me the details for the campus (out of contract) , not freemans which they go on to say was started in sept 2013 which is current.

    I have seen LOADS of unfair PCNs about that 'Campus for Ageing and Vitality' which PE should not be within a million miles of, suing vulnerable people. That's a site where (obviously) ageing and frail and disabled people attend for appointments every day of the week and drivers are hardly going to go there and park up for fun all day. It's also a large site with several car park sections and at least one unsigned area but that's another story.

    Hopefully PE will produce to POPLA an illegible version of that contract re your location, which will assist your case.

    The operator has failed to provide any evidence in relation to this Parking Charge Notice (PCN).

    Assessor summary of your case
    The appellant’s case is that the signage displayed was insufficient and that the evidence issued is not sufficient to prove the contravention. The appellant also states the operator does not have the authority to issue the PCN and that the charge amount is not allowable due to the operator having no legitimate interest in the land. They also state that the operator has failed in attempting to transfer liability to them as the keeper, and finally that a grace period has not been considered in this case.

    Assessor supporting rational for decision
    I note the appellant’s grounds of appeal in relation to this PCN. However, the operator has failed to provide any evidence for my consideration. Because of this, the operator has failed to prove that it issued the PCN correctly. Therefore, I am satisfied that the appellant’s grounds of appeal do not require any further consideration.

    @Ivor - is the newspaper article a fairly recent one?
