Send a FOI request on 'whatdotheyknow' to the NHS trust themselves asking questions such as:
Does the NHS Trust use parking contractors on any sites where ANPR cameras are used?
Does the NHS Trust use parking contractors to issue PCNs in windscreens?
Does the Trust supply the parking firms with a set policy for appeals - if so please supply a copy.
Does the Trust get involved in considering appeals? If so please show the policy applied and state whether it applies to every appeal.
Does the NHS Trust allow these firms to sue without reverting first for permission to the Trust as principal?
If the trust uses parking contractors, which company(ies) is/are used and from what date were they contracted and where/which site(s)?
Is/are the contract(s) still running and if so, what date do they run out?
When will these contracts be cancelled in accordance with the 2014 Dept for Health guidelines about not letting private companies profit from any parking fines to patients? What timeline has been set (if any) to remove the parking contractors to comply with the guidance?
Please supply copies of all discussions, meeting, letters and emails (all forms of communication) about these contracts from tender to date.
Please supply copies of communications between the Trust and any other party, about the Dept for Health guidance on parking 'fines'.
Please supply all evidence of prior discussions and/or impact assessments (including meetings, emails, letters or any communications at all on the subject) regarding the Trusts's duty under the Equality Act 2010 to make reasonable adjustments to these parking enforcement policies, in advance, to avoid indirect discrimination against the disabled population at large.
Please supply a copy of the contracts in place and state where they apply.

Foi request entered. I never though it would be so easy. There's been a few for parking at that hospital but the last one was in 2013 and the contract for pe ran out in Feb 2016 so let's see who they use now. Still funny that pe has obviously still get access to the camera on site. Will post again when I know more.0

the thread changes again, game on. apparently the trust i emailed does not run the freeman hospital, so i have forwarded the email from the original telling me of the waiver, to the PALS at the hopefully correct trust. waiting time back on. going on to advice on here, there are 2 people always on here that i would do Exactly what they say. anyone else is subject to asking for a second opinion. sorry if anyone is offended by that.0
