Hi Guys, I went through this site about 3 year ago, and won my case against one of the scummy companies through POPLA. Ive only gone and cocked up again.
I was picking someone up at the hospital, I went through the gate to the entrance, he wasn't there, so I messaged him after stopping the car. He eventually got back to me to say they were delaying him, but he was coming out then. I went to the entrance, picked him up after listening to the nurses instructions, and drove out. I never stepped out of the car, and never entered a parking bay. Should I tell them this? or am I wasting an opportunity, not to disclose the driver? I received the NTK today and it happened on 22/02/2016

tell em nowt ! it wont wash , NEVER disclose the driver (why would you ?)

read the NEWBIES sticky thread and appeal it

also complain to PALS too, insisting they get it cancelled

you have grace periods, use them as part of your POPLA appeal, if it gets that far

    thanks Redx,
what is PAL you mention complaining to?
I was thinking of posting the following
    Date

    Dear Sirs

    Re: PCN No. ....................

I challenge this 'PCN' as keeper of the car and I will complain to the landowner about the matter if it is not cancelled.

I believe that the signs were not seen/are ambiguous and the terms unclear to drivers who are simply picking discharged patients up from the main entrance, and did not have any intention in parking their car, to the extent, they did not even exit their car. Further, I understand you do not own the car park and you have given me no information about your policy with the landowner or on site businesses, to cancel such a charge. So please supply that policy as I believe the driver may well be eligible for cancellation.

There will be no admissions as to who was driving and no assumptions can be drawn. You must either rely on the POFA 2012 and offer me a POPLA code, or cancel the charge.

I have kept proof of submission of this appeal and look forward to your reply.

    Yours faithfully,

I said PALS , not PAL

its an acronym , look it up , check the hospital website etc, google it

as for the blue text appeal, submit it as keeper on the PE website

He referred to PALS not PAL. Did you google it? It is the first entry.
You never know how far you can go until you go too far.

unfortunately I just saw the first 3 letters, its this old age problem
checked it now thanks, will send this to the facilities manager then to PALS if nogo
    Hi Steven,
On the 22/02/2016, a friend attended an appointment and was due to be discharged at 1600. as he was not at the main entrance, the driver of the car went further up the road to message him. It turned out he was a little delayed, and would be out straight away, by the time the traffic had cleared going into the hospital, and time taken to receive instruction from the discharge nurse at the car, and the traffic queue leaving the hospital, the time taken was 30 minutes, during which time, the driver at no time left the car, or pulled into a parking bay.
I would ask of you, that you contact PE to ask them on my behalf as Registered keeper, to waive this charge.
I plan sending this to the facility manager, and to PALS, and sending the normal template in on the appeals page of PE

Do not name the driver in the complaint and please remove his name from the post!

DO NOT name him in the appeal to PE either, which goes in your name as 'registered keeper' only.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I didn't, I mentioned the patient. To confirm, I posted the blue post on the PE website , and will post the other one minus the name ( will call him friend) to the site manager and to PALS.
None of them name the driver. I didn't send the email, due to past experience with you guys. don't wanna mess up.

Good stuff, let us know when it's cancelled or let's see your POPLA draft if not, in due course.

Don't know if I'm glad or sad. Got a reply back from the hospital telling me they will waive the charge, but don't use parking eye at all, going back two year. I'm a bit confused now, because the ntk is definitely from them, I smell a rat.

PALS stands for Patient Advice Liaison Service.

Another thing I have noticed on many of the NHS hospital car park "warning" signs is

"This is private land" No it is not, it is Public Land. which would make for an interesting argument do you have the land owners permission
Private Parking Tickets - Make sure you put your Subject Access Request in after 25th May 2018 - It's free & ask for everything, don't forget the DVLA :D
