Scenario:
SIM 1 - Personal phone - Three network. i.e. need 3G
SIM 2 - Work mobile - need data connect constantly for email

Is there a dual sim phone can support 3G on both slot at same time?

No, none I have found. Some people have claimed it possible in the past but can never back up their assertion.

Some of the Chinese phone's claim to offer 3g on both sims. But I don't know of anyone that's actually confirmed that both slots do indeed give 3g.

Might be worth talking a look at the China phones review sites and asking on their forums?

It was/is sold in both single and dual sim versions so if you did buy one make sure you buy the right one.
European for 3 weeks in August, the rest of the year only British and proud.

If you turn on talkmobile data, someone ring on your three number at the same time & you can answer without problem?

I will have a look, but moto g 2nd gen is a bit old...

    Nope.
The two SIM brackets are different. One holds a nano-SIM, the other takes a micro-SIM. This makes the phone ideal for newcomers, who might not have a nano-SIM.

Only one of the two SIM cards can be used for LTE operation, and you can determine which SIM the device should use in the software settings.

My honest advice - Oneplus 2 or Oneplus X! Cheap but very premium and classy. Superb quality for money

And quite expensive for a phone without a real warranty. Sending something signed for and insured to China if it needs warranty repairs is far from cheap, also onePlus seem to have a pretty poor record on warranty issues, even in their own forums.

I would also say that the Chinese competition has moved on, there was a significant gap when the onePlus one launched, now, not so much, you can buy comparable phones cheaper from the likes of Xiaomi, Ulefone, UMI, Honor etc.

A cheap phone from China is one thing, an expensive phone is quite a gamble.
