    Yep, send a scan or photo of that the BPA and complain you have been sent no rejection letter/POPLA code:

    Also show the BPA the acknowledgement email you got when you appealed last month. And check your spam/junk email in case a rejection email has actually arrived without you seeing it in March.

    Do I need to send a generic complaint or is there a template I need to use?

    So all I'm doing is complaining as Keeper that I've received this notification. An appeal that was almost edged but not responded to and that the "fines" were increased without any consideration for the appeal or response to the appeal?

    Just an email of a few lines in your own words as registered keeper, attaching the letters/emails.

    Yes, as long as your auto-spell check doesn't change acknowledged to 'almost edged' in the email!

    Lovely. Auto correct working wonders yet again on my iPhone!

    I will do. When attaching letters etc do I need to supply all info to them and not blank names/addresses.

    What happens to the "fine" once they have received all information? Do I just not reply to any "demands" does the payment automatically become invalid?

    nothing changes as far as the story so far, it doesnt null and void it if thats what you mean

    its a complaint to the overseeing body that the steps in their CoP were not followed, which hopefully will result in a slap on the wrist for DRP and either a cancellation or a popla code

    the ultimate sanction would be a court case where the judge decides, you are trying to avoid that

    and use a laptop, not a phone

    You should also chase up PCS themselves by email because the BPA will ask if you have. Do that first, quoting all references and your name/address. You *should* get a POPLA code.

    Did you appeal clearly showing their VRN/PCN and your name and postal address? Just wondering if your appeal was lacking detail.

    BTW, was the PCS Notice in the post, received at your house by DAY 15 after the event? Very important to know whether the gap was more than 15 days because you would have more to complain about and could involve the DVLA as well.

    The wording of that letter tells me there was no windscreen PCN. So to say the registered keeper could be liable (which is what PCS are saying) they had to get that letter to you by day 15. Did they?

    Hi all, sorry I've been ill recently with a trip to the hospital so unable to send the email.

    Which and what do I do first? Do I email BPA or PCN?

    The dates between the "offence" and the time I got the letter was 6 days so nope not over the 15 day limit

    The second question was whether I got a windscreen ticket or postal. It was purely postal. Nothing on the windscreen. Furthermore all cars parked there have NO permit and after speaking to one they apparebtly only pay cash and park there monthly

    I have all letters and all pictures and screenshots of the acceptance mail I received when I sent a complaint and yes all my details were correct when I sent them an email.

    Can you please let me know which needs doing first. An email to BPA or PCN and what needs to be added to escalate this further

    As above, email to PCS asking why no POPLA code, first. Make sure the email has their reference and the PCN number and VRN and keeper's name and address. Do not add anything about who was driving/what happened, just showing them that you appealed and got an acknowledgement but nothing more.

    Tell them you will complain to the BPA within seven days if no POPLA code is forthcoming.
