PCS and JD parking consultants

Hi guys its my first ever post here. i have read the newbies section and am a little confused hence the post

i regularly park my car when on my way to uni and have been doing so since sept 2015 and never have i had any problem until receiving this 'invoice'

the invoice stated a NTK and that i had parked without a valid permit. i should make clear that nobody and no car has a permit (from what ive seen) and again today i had a look and the same cars are parked without permit.

the NTK received states that i 'owe' a fee of £100 which can be reduced if paid early..attached is the letter received with my details cropped out

do i or can i just use the template provided in the newbies section, and if i do who do i send it to. PCS or JD parking consultants?

am i able to just ignore as i was intending to or will this need chasing up? i should also state there was no windscreen ticket and this NTK was the only thing received

thank you

if you ignore you risk losing the chance of appeal and risk a possible court case in the small claims court

is that what you really want ? really

so yes use the correct template letter in the NEWBIES sticky thread

the NTK you received will detail how you appeal and who to, do what it tells you to do , its that simple

if its says PCS, send them the template appeal, because they are probably acting as the back office for the PPC
  • Okay so I gather I do need to reply!

I've tried adding or attaching the notice but it won't let me. It says the following. I do gather PCS are acting on behalf of JD Parking Consultants Ltd

We are writing on behalf of the credit creditor in relation to an unpaid parking charge. We have obtained your details from DVLA under a "Reasonable cause" request as you were the registered keeper of the vehicle specified at the time of the parking incident shown. A parking charge has been issued because the vehicle was parked in a manner where the driver attracted a parking charge as brought to the drivers attention via signage and agreed to by the driver when your vehicle was parked on and managed by the creditor JD parking consultants Ltd.

This notice to keeper was issued following the use of a warden operated camera system, which identified the parking incident detailed in this notice. The charge remains unpaid and the driver has 14 days from the date of this notice to pay the parking charge specified at the reduced rate of £60. If payment is not received within this period then the full charge is payable by the driver no later than 28 days from the date of this notice.

As we do not hold a record of the drivers name and address we are writing to you as the keeper of the vehicle. As such we now invite you or the driver (if different) to make payment of the parking charge shown or if you were not the driver of the vehicle at the time of the incident to notify us in writing, acting on behalf of JD parking consultants Ltd, of the name and current serviceable Address of the driver so that we can contact them for payment. Please also pass this notice to him or her without delay. If we do not receive details of the driver within 28 days of this notice then if the charge is still outstanding we will have the right to recover payment from the keeper

There is then a 'Payment Slip' at the bottom and NTK box to the right with vehicle details, reason etc.

Do I template to PCS or JD Parking. Also there are no cameras that read or register number plates so that is entirely fictional.

    probably a template letter

you have assumed you can upload or add attachments to this forum - you cant ! - this forum does not allow attachments, which we tell dozens of people every week

you host it on a webhosting site and add a dead link to the hosting site, typically tinypic or photobucket ( as a uni student I am sure you are aware of web hosting sites , especially ones that contain files like music , vids etc - not that I imply anything , lol ;) )

so if PCS sent the NTK , send them the blue text template letter, you dont have to answer their questions or invites , so dont, dont even imply who the driver was either , if in doubt, dont alter it at all

PCS is really DRP I believe, they will reject your appeal and should issue a popla code , this is what you are after, so assume your appeal will fail and start preparing a popla draft appeal for later when your PCS appeal has been rejected

try and get pictures of signs (or the fact there are no signs or permits etc)
  • I've tried with tiny pic it tells me I can't add links to the forum to 'prevent spam'

It's okay I don't mind I've dictated the letter anyway.

With regards to the fine the blue text I will send to PCS with the keepers details (ie the address they sent the letter to)

With regards to the parking I'll take pics of the many many cars without permits along with the one poorly written sign at the front. Is there anything else I need?

Furthermore and as cheeky as this sounds, am I or can I still park there?! Every other car parked there doesn't have a permit, I presume us all on that one day probably received these 'invoices' as neither of us had permits. The reason I ask is I've parked for months without issues and then this

if its private property and you dont have the landowners permission, dont park there , this didnt happen for no reason so I think JD have been employed for that land and the parking issues, or they are fraudulently issuing pcn,s on land they have no contract for (some have even done it on public roads !!) - the last thing you want is multiple pcn,s and a court case for a grand or more !

the defence of others have done it so I do it too doesnt wash in court, if you are caught speeding at 90 mph in a line of vehicles all doing 90 mph, you cannot use those details as a defence against only you or only a few of you being "done" (one got away with it so why cant I?)

as for the link , I did tell you to use a "dead link" , clearly you didnt alter the link to a dead link , hence your problem
you host it on a webhosting site and add a dead link to the hosting site

as with a lot of young people and uni students, attention to detail needs improving , lol ;)

when you have enough posts on here, you are allowed "live links" (ones you can click on), until that happens you are only allowed a link if its not recognised as a live link)

i see so i guess i shall no longer be parking there. ill post a letter to PCS tomorrow with the blue template copied

what would i need for the inevitable popla as evidence as i can be at the spot tomorrow for pictures etc

also im clearly not a very good uni student as ive no idea what or how to produce a deadlink! you'd think being a few months away from graduation id know this by now! clearly been concentrating far too hard on my studies! :rotfl: ;)

    lets see if this works,

    dearie me , lol

all you would do is change the http to hxxp in the Uniform Resource Locator and post , lol :) (we had an abacus and chalk board and logarithm tables and slide rules when I was at college , lol) - no computers, no internet , no calculators, how did we survive ? :)

    here is your live link

    http://postimg.org/image/f66tdojxb

    here is a dead link

    hxxp://postimg.org/image/f66tdojxb

photos of the area and any signage (or lack of signage) , if its private land or public land or council public roads (or private roads) - preferably at the times of the day (or night) so that popla or a court sees what contracts were being offered or prohibited

the newbies sticky thread has examples of legal arguments for popla appeal drafts

you need to do the same as the young Marcus and show by doing, having been coached , lol

    just a very quick question

when filling in the online form it asks 'who i am' and sections for name and addresses etc

do i click 'registered keeper' or 'none of the above'

or is it easier to send a postal letter out to them with details that way?
