Transferring an inactive ISA

Hello,

If I have an inactive ISA (I haven't contributed to it for 2 years) am I allowed to transfer it to another ISA with a better interest rate if I have already opened a Help To Buy ISA this year? Would that count as having 2 active cash ISAs or would transferring the old ISA not activate it?
I'm a bit confused!

    ISAs containing only money from previous tax years can be safely ignored when considering limits on number of accounts.

    You will be able to transfer the isas from previous tax years to which you have not contributed in the current tax year to another provider and keep contributing to your HTB.

    You need to approach the ISA provider of your choice and ask them to arrange the transfer.
