    And does that matter?

Yes. You were questioning a previous post which said "Under EU law if it's legal here then it is also legal when visiting another EU country"

That may or may not be the case, but your example of moving from England to Scotland is utterly irrelevant, since they are both in the same EU country.

Well both are in the EU and have different laws. Any how I gave an example of VOSA prospecting truck drivers here when they are legal across Europe.

I see a lot people with camper vans with either a front end lift or trailer towing a smart car, but is it possible and legal to tow a trailer with a smart car on it behind a caravan?

I wouldn't recommend it; you'd likely be well over your tow cars limits, the caravan would need major work to support it and you'd have a hell of a time actually moving about. Unless you're using those trailers with a steering front axle (no road trailer caravan that I'm aware of) you're going to struggle to stay on the road on corners (you'll cut them all short). You'd also have no chance or reversing.

In some cases it's legal, but you'd be mad to consider it.

The whole point of towing a small car behind a campervan is so that you can go into towns without the whole van.
